A Russian soldier inspects armored vehicles allegedly seized by the Russians from the Georgian military, in Tskhinvali, in the Georgian breakaway province of South Ossetia, Sunday, Aug. 17, 2008. Russia’s president promised to start withdrawing forces from positions in Georgia on Monday, but suggested they could stay in the breakaway region at the heart of the fighting that has reignited Cold War tensions.

    Two small bombs blamed on Basque separatist group ETA exploded at tourist resorts in southern Spain on Sunday, authorities said. No injuries were reported, but more than 10,000 people were evacuated from a harbor area.
